Judah's Allocation of Land

Caleb is from the tribe of Judah. The chapter here describes the with great detail the land given to the tribe of Judah, including the land of Kadesh Barnea. Within the land, Caleb, specifically asked for Hebron and it was given to him.

Again the giants, or Anakim, are mentioned. In addition to the mention of Arba the Anak(giant) where Caleb's new land Kirjath Arba was named after, there are also details of the children of Anak, in particular their names are Sheshai, Ahiman, and Talmai. Also v14 clearly states that Caleb was one of the main players in defeating the giants.


Joshua 15

The Land of Judah

 1 So this was the lot of the tribe of the children of Judah according to their families:
The border of Edom at the Wilderness of Zin southward was the extreme southern boundary. 2 And their southern border began at the shore of the Salt Sea, from the bay that faces southward. 3 Then it went out to the southern side of the Ascent of Akrabbim, passed along to Zin, ascended on the south side of Kadesh Barnea, passed along to Hezron, went up to Adar, and went around to Karkaa. 4 From there it passed toward Azmon and went out to the Brook of Egypt; and the border ended at the sea. This shall be your southern border.
5 The east border was the Salt Sea as far as the mouth of the Jordan.
And the border on the northern quarter began at the bay of the sea at the mouth of the Jordan. 6 The border went up to Beth Hoglah and passed north of Beth Arabah; and the border went up to the stone of Bohan the son of Reuben. 7 Then the border went up toward Debir from the Valley of Achor, and it turned northward toward Gilgal, which is before the Ascent of Adummim, which is on the south side of the valley. The border continued toward the waters of En Shemesh and ended at En Rogel. 8 And the border went up by the Valley of the Son of Hinnom to the southern slope of the Jebusite city (which is Jerusalem). The border went up to the top of the mountain that lies before the Valley of Hinnom westward, which is at the end of the Valley of Rephaim[a] northward. 9 Then the border went around from the top of the hill to the fountain of the water of Nephtoah, and extended to the cities of Mount Ephron. And the border went around to Baalah (which is Kirjath Jearim). 10 Then the border turned westward from Baalah to Mount Seir, passed along to the side of Mount Jearim on the north (which is Chesalon), went down to Beth Shemesh, and passed on to Timnah. 11 And the border went out to the side of Ekron northward. Then the border went around to Shicron, passed along to Mount Baalah, and extended to Jabneel; and the border ended at the sea.
12 The west border was the coastline of the Great Sea. This is the boundary of the children of Judah all around according to their families.

Caleb Occupies Hebron and Debir
  
13 Now to Caleb the son of Jephunneh he gave a share among the children of Judah, according to the commandment of the LORD to Joshua, namely, Kirjath Arba, which is Hebron (Arba was the father of Anak). 14 Caleb drove out the three sons of Anak from there: Sheshai, Ahiman, and Talmai, the children of Anak. 15 Then he went up from there to the inhabitants of Debir (formerly the name of Debir was Kirjath Sepher).
16 And Caleb said, “He who attacks Kirjath Sepher and takes it, to him I will give Achsah my daughter as wife.” 17 So Othniel the son of Kenaz, the brother of Caleb, took it; and he gave him Achsah his daughter as wife. 18 Now it was so, when she came to him, that she persuaded him to ask her father for a field. So she dismounted from her donkey, and Caleb said to her, “What do you wish?” 19 She answered, “Give me a blessing; since you have given me land in the South, give me also springs of water.” So he gave her the upper springs and the lower springs.

The Cities of Judah
  
20 This was the inheritance of the tribe of the children of Judah according to their families:
21 The cities at the limits of the tribe of the children of Judah, toward the border of Edom in the South, were Kabzeel, Eder, Jagur, 22 Kinah, Dimonah, Adadah, 23 Kedesh, Hazor, Ithnan, 24 Ziph, Telem, Bealoth, 25 Hazor, Hadattah, Kerioth, Hezron (which is Hazor), 26 Amam, Shema, Moladah, 27 Hazar Gaddah, Heshmon, Beth Pelet, 28 Hazar Shual, Beersheba, Bizjothjah, 29 Baalah, Ijim, Ezem, 30 Eltolad, Chesil, Hormah, 31 Ziklag, Madmannah, Sansannah, 32 Lebaoth, Shilhim, Ain, and Rimmon: all the cities are twenty-nine, with their villages.
33 In the lowland: Eshtaol, Zorah, Ashnah, 34 Zanoah, En Gannim, Tappuah, Enam, 35 Jarmuth, Adullam, Socoh, Azekah, 36 Sharaim, Adithaim, Gederah, and Gederothaim: fourteen cities with their villages; 37 Zenan, Hadashah, Migdal Gad, 38 Dilean, Mizpah, Joktheel, 39 Lachish, Bozkath, Eglon, 40 Cabbon, Lahmas,[b] Kithlish, 41 Gederoth, Beth Dagon, Naamah, and Makkedah: sixteen cities with their villages; 42 Libnah, Ether, Ashan, 43 Jiphtah, Ashnah, Nezib, 44 Keilah, Achzib, and Mareshah: nine cities with their villages; 45 Ekron, with its towns and villages; 46 from Ekron to the sea, all that lay near Ashdod, with their villages; 47 Ashdod with its towns and villages, Gaza with its towns and villages—as far as the Brook of Egypt and the Great Sea with its coastline.
48 And in the mountain country: Shamir, Jattir, Sochoh, 49 Dannah, Kirjath Sannah (which is Debir), 50 Anab, Eshtemoh, Anim, 51 Goshen, Holon, and Giloh: eleven cities with their villages; 52 Arab, Dumah, Eshean, 53 Janum, Beth Tappuah, Aphekah, 54 Humtah, Kirjath Arba (which is Hebron), and Zior: nine cities with their villages; 55 Maon, Carmel, Ziph, Juttah, 56 Jezreel, Jokdeam, Zanoah, 57 Kain, Gibeah, and Timnah: ten cities with their villages; 58 Halhul, Beth Zur, Gedor, 59 Maarath, Beth Anoth, and Eltekon: six cities with their villages; 60 Kirjath Baal (which is Kirjath Jearim) and Rabbah: two cities with their villages.
61 In the wilderness: Beth Arabah, Middin, Secacah, 62 Nibshan, the City of Salt, and En Gedi: six cities with their villages.
63 As for the Jebusites, the inhabitants of Jerusalem, the children of Judah could not drive them out; but the Jebusites dwell with the children of Judah at Jerusalem to this day.

Caleb Claims Hebron or Kirjath Arba - Land of the Anakim

The main region God's Promised Land is on the West side of the river Jordan. The allocation of land was to be determined by drawing lots. As the land was allocated by Joshua, Caleb the son of Jephunneh, reminded Joshua of the inheritance promised to him. Caleb reminded Joshua that he was one of the spy (besides Joshua) who gave a encouraging report over 45 years ago, while the other spies discouraged against taking up God's promised land. Caleb reminded that the land which he spied upon would be given to him and that land was Hebron. Although 85 years old, Caleb felt as energetic and enthusiastic as before. Honouring the promise, Joshua gave his old compatriot the land of Hebron.

Again and again the reference is made about the species of giants called Anakim. These were the giants that the spies saw living in the land of Hebron, previously known as Kirjath Arba. The giants they saw were not the exception like Og King of Bashan, but there appeared to be a multitude of giants when Israel first spied on them. At the present time of the passage, 45 years later from the spying event, Israel had managed to defeat the enemies including the giants. In addition, the name Kirjath Arba, came from Arba which was the name of the greatest of these giants or Anakims.

Joshua 14

The Land Divided West of the Jordan

 1 These are the areas which the children of Israel inherited in the land of Canaan, which Eleazar the priest, Joshua the son of Nun, and the heads of the fathers of the tribes of the children of Israel distributed as an inheritance to them. 2 Their inheritance was by lot, as the LORD had commanded by the hand of Moses, for the nine tribes and the half-tribe. 3 For Moses had given the inheritance of the two tribes and the half-tribe on the other side of the Jordan; but to the Levites he had given no inheritance among them. 4 For the children of Joseph were two tribes: Manasseh and Ephraim. And they gave no part to the Levites in the land, except cities to dwell in, with their common-lands for their livestock and their property. 5 As the LORD had commanded Moses, so the children of Israel did; and they divided the land.

Caleb Inherits Hebron
 
6 Then the children of Judah came to Joshua in Gilgal. And Caleb the son of Jephunneh the Kenizzite said to him: “You know the word which the LORD said to Moses the man of God concerning you and me in Kadesh Barnea. 7 I was forty years old when Moses the servant of the LORD sent me from Kadesh Barnea to spy out the land, and I brought back word to him as it was in my heart. 8 Nevertheless my brethren who went up with me made the heart of the people melt, but I wholly followed the LORD my God. 9 So Moses swore on that day, saying, ‘Surely the land where your foot has trodden shall be your inheritance and your children’s forever, because you have wholly followed the LORD my God.’ 10 And now, behold, the LORD has kept me alive, as He said, these forty-five years, ever since the LORD spoke this word to Moses while Israel wandered in the wilderness; and now, here I am this day, eighty-five years old. 11 As yet I am as strong this day as on the day that Moses sent me; just as my strength was then, so now is my strength for war, both for going out and for coming in. 12 Now therefore, give me this mountain of which the LORD spoke in that day; for you heard in that day how the Anakim were there, and that the cities were great and fortified. It may be that the LORD will be with me, and I shall be able to drive them out as the LORD said.”
13 And Joshua blessed him, and gave Hebron to Caleb the son of Jephunneh as an inheritance. 14 Hebron therefore became the inheritance of Caleb the son of Jephunneh the Kenizzite to this day, because he wholly followed the LORD God of Israel. 15 And the name of Hebron formerly was Kirjath Arba (Arba was the greatest man among the Anakim).
Then the land had rest from war.

Reminder of Israel’s Rebellions

God has brought them to conquer a land inhabited by the giants, descendants of the Anakim. Surely anyone including the Israelites know they can possibly defeat the giants with their own strength. This was the situation God placed the Israelites in, hoping that they can learn depend on God. God is quite clear how they should react following their victory:  Therefore understand that the LORD your God is not giving you this good land to possess because of your righteousness, for you are a stiff-necked people. God explains that besides giving the Israelites the land, God had also intended to destroy the previous inhabitants because of their wickedness.

Moses continued to remind them of the rebellious behaviour in many instances as they came out of Egypt. In the first set of stone tablets bearing the 10 commandments were destroyed by Moses as he saw the people corrupting themselves and making a molded calf to worship. After 40 days and nights to receive the Commandments, Moses had to fast another 40 days and nights to beg God not to destroy Israel, including Aaron who was supposed to be the priest. Other rebellious incidents also occurred at Taberah and Massah and Kibroth Hattaavah. But another severe rebellion happened at Kadesh Barnea where the Israelites did not obey and believe God that they can conquer the land shown to them. Although God need no reminder, one of Moses repeated pleading to God was:
Yet they are Your people and Your inheritance, whom You brought out by Your mighty power and by Your outstretched arm.




Deuteronomy 9

Israel’s Rebellions Reviewed

 1 “Hear, O Israel: You are to cross over the Jordan today, and go in to dispossess nations greater and mightier than yourself, cities great and fortified up to heaven, 2 a people great and tall, the descendants of the Anakim, whom you know, and of whom you heard it said, ‘Who can stand before the descendants of Anak?’ 3 Therefore understand today that the LORD your God is He who goes over before you as a consuming fire. He will destroy them and bring them down before you; so you shall drive them out and destroy them quickly, as the LORD has said to you.
4 “Do not think in your heart, after the LORD your God has cast them out before you, saying, ‘Because of my righteousness the LORD has brought me in to possess this land’; but it is because of the wickedness of these nations that the LORD is driving them out from before you. 5 It is not because of your righteousness or the uprightness of your heart that you go in to possess their land, but because of the wickedness of these nations that the LORD your God drives them out from before you, and that He may fulfill the word which the LORD swore to your fathers, to Abraham, Isaac, and Jacob. 6 Therefore understand that the LORD your God is not giving you this good land to possess because of your righteousness, for you are a stiff-necked people.
7 “Remember! Do not forget how you provoked the LORD your God to wrath in the wilderness. From the day that you departed from the land of Egypt until you came to this place, you have been rebellious against the LORD. 8 Also in Horeb you provoked the LORD to wrath, so that the LORD was angry enough with you to have destroyed you. 9 When I went up into the mountain to receive the tablets of stone, the tablets of the covenant which the LORD made with you, then I stayed on the mountain forty days and forty nights. I neither ate bread nor drank water. 10 Then the LORD delivered to me two tablets of stone written with the finger of God, and on them were all the words which the LORD had spoken to you on the mountain from the midst of the fire in the day of the assembly. 11 And it came to pass, at the end of forty days and forty nights, that the LORD gave me the two tablets of stone, the tablets of the covenant.
12 “Then the LORD said to me, ‘Arise, go down quickly from here, for your people whom you brought out of Egypt have acted corruptly; they have quickly turned aside from the way which I commanded them; they have made themselves a molded image.’
13 “Furthermore the LORD spoke to me, saying, ‘I have seen this people, and indeed they are a stiff-necked people. 14 Let Me alone, that I may destroy them and blot out their name from under heaven; and I will make of you a nation mightier and greater than they.’

22 “Also at Taberah and Massah and Kibroth Hattaavah you provoked the LORD to wrath. 23 Likewise, when the LORD sent you from Kadesh Barnea, saying, ‘Go up and possess the land which I have given you,’ then you rebelled against the commandment of the LORD your God, and you did not believe Him nor obey His voice. 24 You have been rebellious against the LORD from the day that I knew you.
25 “Thus I prostrated myself before the LORD; forty days and forty nights I kept prostrating myself, because the LORD had said He would destroy you. 26 Therefore I prayed to the LORD, and said: ‘O Lord GOD, do not destroy Your people and Your inheritance whom You have redeemed through Your greatness, whom You have brought out of Egypt with a mighty hand. 27 Remember Your servants, Abraham, Isaac, and Jacob; do not look on the stubbornness of this people, or on their wickedness or their sin, 28 lest the land from which You brought us should say, “Because the LORD was not able to bring them to the land which He promised them, and because He hated them, He has brought them out to kill them in the wilderness.” 29 Yet they are Your people and Your inheritance, whom You brought out by Your mighty power and by Your outstretched arm.’

Moses Reminiscing of Failed Entry into Canaan

This is one of the final speeches by Moses to the Israelites as God prepared them for the handover of Moses' leadership and entry into the promised land. Moses reminded them that they had now a well structured government that does not depend on a single leader but had a hierarchy of leadership from the local / tribal leaders upwards. This is a form of goverment similar to many modern democracies.

Moses also reminded them of how they were supposed to conquer the land of Canaan as the Promised Land but the Israelites refused to obey and trust God after reports that the inhabitants were giants. As a result God passed judgement that the Israelites were set to wander the desert for 40 years and the present generation would pass away except Joshua and Caleb who will enter Canaan with the next generation. Even when Israel tried to repent, they again rebelled by trying to later conquer Canaan against the Lord's wishes and were defeated by the Amorites.


Deuteronomy 1

The Previous Command to Enter Canaan

 1 These are the words which Moses spoke to all Israel on this side of the Jordan in the wilderness, in the plain[a] opposite Suph,[b] between Paran, Tophel, Laban, Hazeroth, and Dizahab. 2 It is eleven days’ journey from Horeb by way of Mount Seir to Kadesh Barnea. 3 Now it came to pass in the fortieth year, in the eleventh month, on the first day of the month, that Moses spoke to the children of Israel according to all that the LORD had given him as commandments to them, 4 after he had killed Sihon king of the Amorites, who dwelt in Heshbon, and Og king of Bashan, who dwelt at Ashtaroth in[c] Edrei.
5 On this side of the Jordan in the land of Moab, Moses began to explain this law, saying, 6 “The LORD our God spoke to us in Horeb, saying: ‘You have dwelt long enough at this mountain. 7 Turn and take your journey, and go to the mountains of the Amorites, to all the neighboring places in the plain,[d] in the mountains and in the lowland, in the South and on the seacoast, to the land of the Canaanites and to Lebanon, as far as the great river, the River Euphrates. 8 See, I have set the land before you; go in and possess the land which the LORD swore to your fathers—to Abraham, Isaac, and Jacob—to give to them and their descendants after them.’

Tribal Leaders Appointed
 
9 “And I spoke to you at that time, saying: ‘I alone am not able to bear you. 10 The LORD your God has multiplied you, and here you are today, as the stars of heaven in multitude. 11 May the LORD God of your fathers make you a thousand times more numerous than you are, and bless you as He has promised you! 12 How can I alone bear your problems and your burdens and your complaints? 13 Choose wise, understanding, and knowledgeable men from among your tribes, and I will make them heads over you.’ 14 And you answered me and said, ‘The thing which you have told us to do is good.’ 15 So I took the heads of your tribes, wise and knowledgeable men, and made them heads over you, leaders of thousands, leaders of hundreds, leaders of fifties, leaders of tens, and officers for your tribes.
16 “Then I commanded your judges at that time, saying, ‘Hear the cases between your brethren, and judge righteously between a man and his brother or the stranger who is with him. 17 You shall not show partiality in judgment; you shall hear the small as well as the great; you shall not be afraid in any man’s presence, for the judgment is God’s. The case that is too hard for you, bring to me, and I will hear it.’ 18 And I commanded you at that time all the things which you should do.


Israel’s Refusal to Enter the Land
 
19 “So we departed from Horeb, and went through all that great and terrible wilderness which you saw on the way to the mountains of the Amorites, as the LORD our God had commanded us. Then we came to Kadesh Barnea. 20 And I said to you, ‘You have come to the mountains of the Amorites, which the LORD our God is giving us. 21 Look, the LORD your God has set the land before you; go up and possess it, as the LORD God of your fathers has spoken to you; do not fear or be discouraged.’
22 “And every one of you came near to me and said, ‘Let us send men before us, and let them search out the land for us, and bring back word to us of the way by which we should go up, and of the cities into which we shall come.’
23 “The plan pleased me well; so I took twelve of your men, one man from each tribe. 24 And they departed and went up into the mountains, and came to the Valley of Eshcol, and spied it out. 25 They also took some of the fruit of the land in their hands and brought it down to us; and they brought back word to us, saying, ‘It is a good land which the LORD our God is giving us.’
26 “Nevertheless you would not go up, but rebelled against the command of the LORD your God; 27 and you complained in your tents, and said, ‘Because the LORD hates us, He has brought us out of the land of Egypt to deliver us into the hand of the Amorites, to destroy us. 28 Where can we go up? Our brethren have discouraged our hearts, saying, “The people are greater and taller than we; the cities are great and fortified up to heaven; moreover we have seen the sons of the Anakim there.”’
29 “Then I said to you, ‘Do not be terrified, or afraid of them. 30 The LORD your God, who goes before you, He will fight for you, according to all He did for you in Egypt before your eyes, 31 and in the wilderness where you saw how the LORD your God carried you, as a man carries his son, in all the way that you went until you came to this place.’ 32 Yet, for all that, you did not believe the LORD your God, 33 who went in the way before you to search out a place for you to pitch your tents, to show you the way you should go, in the fire by night and in the cloud by day.

The Penalty for Israel’s Rebellion
 
34 “And the LORD heard the sound of your words, and was angry, and took an oath, saying, 35 ‘Surely not one of these men of this evil generation shall see that good land of which I swore to give to your fathers, 36 except Caleb the son of Jephunneh; he shall see it, and to him and his children I am giving the land on which he walked, because he wholly followed the LORD.’ 37 The LORD was also angry with me for your sakes, saying, ‘Even you shall not go in there. 38 Joshua the son of Nun, who stands before you, he shall go in there. Encourage him, for he shall cause Israel to inherit it.
39 ‘Moreover your little ones and your children, who you say will be victims, who today have no knowledge of good and evil, they shall go in there; to them I will give it, and they shall possess it. 40 But as for you, turn and take your journey into the wilderness by the Way of the Red Sea.’
41 “Then you answered and said to me, ‘We have sinned against the LORD; we will go up and fight, just as the LORD our God commanded us.’ And when everyone of you had girded on his weapons of war, you were ready to go up into the mountain.
42 “And the LORD said to me, ‘Tell them, “Do not go up nor fight, for I am not among you; lest you be defeated before your enemies.”’ 43 So I spoke to you; yet you would not listen, but rebelled against the command of the LORD, and presumptuously went up into the mountain. 44 And the Amorites who dwelt in that mountain came out against you and chased you as bees do, and drove you back from Seir to Hormah. 45 Then you returned and wept before the LORD, but the LORD would not listen to your voice nor give ear to you.
46 “So you remained in Kadesh many days, according to the days that you spent there.
