This is a record of the Levites and priests that returned to Jerusalem. Their leaders appeared to be Zerubbabel and Jeshua. Several of the heads of the priests and Levites were also mentioned, as well as the descendants of Jeshua.
Another account mentioned here is the dedication of the Wall of Jerusalem. The priests and Levites were organized as were the singers and choir for the ceremony. The leaders in this ceremony were also mentioned including the singers and the musicians. Offerings were also collected and they were distributed to the priests, Levites as well as the singers and gatekeepers. The ceremony included lots of thanksgiving, praising and music.
Nehemiah 12
The Priests and Levites
1 Now these are the priests and the Levites who came up with Zerubbabel the son of Shealtiel, and Jeshua: Seraiah, Jeremiah, Ezra, 2 Amariah, Malluch, Hattush, 3 Shechaniah, Rehum, Meremoth, 4 Iddo, Ginnethoi,[a] Abijah, 5 Mijamin, Maadiah, Bilgah, 6 Shemaiah, Joiarib, Jedaiah, 7 Sallu, Amok, Hilkiah, and Jedaiah.
These were the heads of the priests and their brethren in the days of Jeshua.
8 Moreover the Levites were Jeshua, Binnui, Kadmiel, Sherebiah, Judah, and Mattaniah who led the thanksgiving psalms, he and his brethren. 9 Also Bakbukiah and Unni, their brethren, stood across from them in their duties.
10 Jeshua begot Joiakim, Joiakim begot Eliashib, Eliashib begot Joiada, 11 Joiada begot Jonathan, and Jonathan begot Jaddua.
12 Now in the days of Joiakim, the priests, the heads of the fathers’ houses were: of Seraiah, Meraiah; of Jeremiah, Hananiah; 13 of Ezra, Meshullam; of Amariah, Jehohanan; 14 of Melichu,[b] Jonathan; of Shebaniah,[c] Joseph; 15 of Harim,[d] Adna; of Meraioth,[e] Helkai; 16 of Iddo, Zechariah; of Ginnethon, Meshullam; 17 of Abijah, Zichri; the son of Minjamin;[f] of Moadiah,[g] Piltai; 18 of Bilgah, Shammua; of Shemaiah, Jehonathan; 19 of Joiarib, Mattenai; of Jedaiah, Uzzi; 20 of Sallai,[h] Kallai; of Amok, Eber; 21 of Hilkiah, Hashabiah; and of Jedaiah, Nethanel.
22 During the reign of Darius the Persian, a record was also kept of the Levites and priests who had been heads of their fathers’ houses in the days of Eliashib, Joiada, Johanan, and Jaddua. 23 The sons of Levi, the heads of the fathers’ houses until the days of Johanan the son of Eliashib, were written in the book of the chronicles.
24 And the heads of the Levites were Hashabiah, Sherebiah, and Jeshua the son of Kadmiel, with their brothers across from them, to praise and give thanks, group alternating with group, according to the command of David the man of God. 25 Mattaniah, Bakbukiah, Obadiah, Meshullam, Talmon, and Akkub were gatekeepers keeping the watch at the storerooms of the gates. 26 These lived in the days of Joiakim the son of Jeshua, the son of Jozadak,[i] and in the days of Nehemiah the governor, and of Ezra the priest, the scribe.
Nehemiah Dedicates the Wall
27 Now at the dedication of the wall of Jerusalem they sought out the Levites in all their places, to bring them to Jerusalem to celebrate the dedication with gladness, both with thanksgivings and singing, with cymbals and stringed instruments and harps. 28 And the sons of the singers gathered together from the countryside around Jerusalem, from the villages of the Netophathites, 29 from the house of Gilgal, and from the fields of Geba and Azmaveth; for the singers had built themselves villages all around Jerusalem. 30 Then the priests and Levites purified themselves, and purified the people, the gates, and the wall.
31 So I brought the leaders of Judah up on the wall, and appointed two large thanksgiving choirs. One went to the right hand on the wall toward the Refuse Gate. 32 After them went Hoshaiah and half of the leaders of Judah, 33 and Azariah, Ezra, Meshullam, 34 Judah, Benjamin, Shemaiah, Jeremiah, 35 and some of the priests’ sons with trumpets—Zechariah the son of Jonathan, the son of Shemaiah, the son of Mattaniah, the son of Michaiah, the son of Zaccur, the son of Asaph, 36 and his brethren, Shemaiah, Azarel, Milalai, Gilalai, Maai, Nethanel, Judah, and Hanani, with the musical instruments of David the man of God. And Ezra the scribe went before them. 37 By the Fountain Gate, in front of them, they went up the stairs of the City of David, on the stairway of the wall, beyond the house of David, as far as the Water Gate eastward.
38 The other thanksgiving choir went the opposite way, and I was behind them with half of the people on the wall, going past the Tower of the Ovens as far as the Broad Wall, 39 and above the Gate of Ephraim, above the Old Gate, above the Fish Gate, the Tower of Hananel, the Tower of the Hundred, as far as the Sheep Gate; and they stopped by the Gate of the Prison.
40 So the two thanksgiving choirs stood in the house of God, likewise I and the half of the rulers with me; 41 and the priests, Eliakim, Maaseiah, Minjamin,[j] Michaiah, Elioenai, Zechariah, and Hananiah, with trumpets; 42 also Maaseiah, Shemaiah, Eleazar, Uzzi, JehohananMalchijah, Elam, and Ezer. The singers sang loudly with Jezrahiah the director.
43 Also that day they offered great sacrifices, and rejoiced, for God had made them rejoice with great joy; the women and the children also rejoiced, so that the joy of Jerusalem was heard afar off.
Temple Responsibilities
44 And at the same time some were appointed over the rooms of the storehouse for the offerings, the firstfruits, and the tithes, to gather into them from the fields of the cities the portions specified by the Law for the priests and Levites; for Judah rejoiced over the priests and Levites who ministered. 45 Both the singers and the gatekeepers kept the charge of their God and the charge of the purification, according to the command of David and Solomon his son. 46 For in the days of David and Asaph of old there were chiefs of the singers, and songs of praise and thanksgiving to God. 47 In the days of Zerubbabel and in the days of Nehemiah all Israel gave the portions for the singers and the gatekeepers, a portion for each day. They also consecrated holy things for the Levites, and the Levites consecrated them for the children of Aaron.

Selected People Dwell in Jerusalem
It was a privilege and blessing to live in the holy city of Jerusalem. However, for practical reasons, not all the people in Judah were able to fit in Jerusalem. So only a tenth of the people were chosen to live in Jerusalem at one time. The exception was obviously the leaders who needed to live in Jerusalem.
Like a few of the previous chapters, this can be like a historical records listing the descendants from the tribes of Judah and Benjamin who lived in Jerusalem at that time. Among the others listed were the priests, the Levites and the workers of the house (temple?), the gatekeepers, the Nethinim,
Also listed were the villages just outside of Jerusalem where people lived. These villages included Kirjath Arba, Dibon, Jekabzeel and others.
Nehemiah 11
The People Dwelling in Jerusalem
1 Now the leaders of the people dwelt at Jerusalem; the rest of the people cast lots to bring one out of ten to dwell in Jerusalem, the holy city, and nine-tenths were to dwell in other cities. 2 And the people blessed all the men who willingly offered themselves to dwell at Jerusalem.
3 These are the heads of the province who dwelt in Jerusalem. (But in the cities of Judah everyone dwelt in his own possession in their cities—Israelites, priests, Levites, Nethinim, and descendants of Solomon’s servants.) 4 Also in Jerusalem dwelt some of the children of Judah and of the children of Benjamin.
The children of Judah: Athaiah the son of Uzziah, the son of Zechariah, the son of Amariah, the son of Shephatiah, the son of Mahalalel, of the children of Perez; 5 and Maaseiah the son of Baruch, the son of Col-Hozeh, the son of Hazaiah, the son of Adaiah, the son of Joiarib, the son of Zechariah, the son of Shiloni. 6 All the sons of Perez who dwelt at Jerusalem were four hundred and sixty-eight valiant men.
7 And these are the sons of Benjamin: Sallu the son of Meshullam, the son of Joed, the son of Pedaiah, the son of Kolaiah, the son of Maaseiah, the son of Ithiel, the son of Jeshaiah; 8 and after him Gabbai and Sallai, nine hundred and twenty-eight. 9 Joel the son of Zichri was their overseer, and Judah the son of Senuah[a]was second over the city.
10 Of the priests: Jedaiah the son of Joiarib, and Jachin; 11 Seraiah the son of Hilkiah, the son of Meshullam, the son of Zadok, the son of Meraioth, the son of Ahitub, was the leader of the house of God. 12 Their brethren who did the work of the house were eight hundred and twenty-two; and Adaiah the son of Jeroham, the son of Pelaliah, the son of Amzi, the son of Zechariah, the son of Pashhur, the son of Malchijah, 13 and his brethren, heads of the fathers’ houses, were two hundred and forty-two; and Amashai the son of Azarel, the son of Ahzai, the son of Meshillemoth, the son of Immer, 14 and their brethren, mighty men of valor, were one hundred and twenty-eight. Their overseer was Zabdiel the son of one of the great men.[b]
15 Also of the Levites: Shemaiah the son of Hasshub, the son of Azrikam, the son of Hashabiah, the son of Bunni; 16 Shabbethai and Jozabad, of the heads of the Levites, had the oversight of the business outside of the house of God; 17 Mattaniah the son of Micha,[c] the son of Zabdi, the son of Asaph, the leader who began the thanksgiving with prayer; Bakbukiah, the second among his brethren; and Abda the son of Shammua, the son of Galal, the son of Jeduthun. 18 All the Levites in the holy city were two hundred and eighty-four.
19 Moreover the gatekeepers, Akkub, Talmon, and their brethren who kept the gates, were one hundred and seventy-two.
20 And the rest of Israel, of the priests and Levites, were in all the cities of Judah, everyone in his inheritance. 21 But the Nethinim dwelt in Ophel. And Ziha and Gishpa were over the Nethinim.
22 Also the overseer of the Levites at Jerusalem was Uzzi the son of Bani, the son of Hashabiah, the son of Mattaniah, the son of Micha, of the sons of Asaph, the singers in charge of the service of the house of God. 23 For it was the king’s command concerning them that a certain portion should be for the singers, a quota day by day. 24 Pethahiah the son of Meshezabel, of the children of Zerah the son of Judah, was the king’s deputy[d] in all matters concerning the people.
The People Dwelling Outside Jerusalem
25 And as for the villages with their fields, some of the children of Judah dwelt in Kirjath Arba and its villages, Dibon and its villages, Jekabzeel and its villages; 26 in Jeshua, Moladah, Beth Pelet, 27 Hazar Shual, and Beersheba and its villages; 28 in Ziklag and Meconah and its villages; 29 in En Rimmon, Zorah, Jarmuth, 30 Zanoah, Adullam, and their villages; in Lachish and its fields; in Azekah and its villages. They dwelt from Beersheba to the Valley of Hinnom.
31 Also the children of Benjamin from Geba dwelt in Michmash, Aija, and Bethel, and their villages; 32 in Anathoth, Nob, Ananiah; 33 in Hazor, Ramah, Gittaim; 34 in Hadid, Zeboim, Neballat; 35 in Lod, Ono, and the Valley of Craftsmen. 36 Some of the Judean divisions of Levites were in Benjamin.

Nehemiah Registers Israelites Based on Geneology
Finally the walls of Jerusalem was rebuilt and Nehemiah organized that the gates be watch stations. Nehemiah then gathered the returned captives to be registered according to their genealogy. This chapter is therefore a historical records of the groups of people who returned to Judah.
The people grouped themselves under the name of their ancestors, however not everyone was able to trace their ancestry. The people with special roles or those who could not trace their ancestry were the groups of Levites, singers, gatekeepers, the Nethinim (foreigners who were Temple servants) and Solomon's servants.
The total number of people were 42,360 and 7,337 servants.
Nehemiah 7
1 Then it was, when the wall was built and I had hung the doors, when the gatekeepers, the singers, and the Levites had been appointed, 2 that I gave the charge of Jerusalem to my brother Hanani, and Hananiah the leader of the citadel, for he was a faithful man and feared God more than many.
3 And I said to them, “Do not let the gates of Jerusalem be opened until the sun is hot; and while they stand guard, let them shut and bar the doors; and appoint guards from among the inhabitants of Jerusalem, one at his watch station and another in front of his own house.”
The Captives Who Returned to Jerusalem
4 Now the city was large and spacious, but the people in it were few, and the houses were not rebuilt. 5 Then my God put it into my heart to gather the nobles, the rulers, and the people, that they might be registered by genealogy. And I found a register of the genealogy of those who had come up in the first return, and found written in it:
6 These[a]are the people of the province who came back from the captivity, of those who had been carried away, whom Nebuchadnezzar the king of Babylon had carried away, and who returned to Jerusalem and Judah, everyone to his city.

the sons of Barzillai, who took a wife of the daughters of Barzillai the Gileadite, and was called by their name.
64 These sought their listing among those who were registered by genealogy, but it was not found; therefore they were excluded from the priesthood as defiled. 65 And the governor[r] said to them that they should not eat of the most holy things till a priest could consult with the Urim and Thummim.
66 Altogether the whole assembly was forty-two thousand three hundred and sixty, 67 besides their male and female servants, of whom there were seven thousand three hundred and thirty-seven; and they had two hundred and forty-five men and women singers. 68 Their horses were seven hundred and thirty-six, their mules two hundred and forty-five, 69 their camels four hundred and thirty-five, and donkeys six thousand seven hundred and twenty.
70 And some of the heads of the fathers’ houses gave to the work. The governor[s] gave to the treasury one thousand gold drachmas, fifty basins, and five hundred and thirty priestly garments. 71 Some of the heads of the fathers’ houses gave to the treasury of the work twenty thousand gold drachmas, and two thousand two hundred silver minas. 72 And that which the rest of the people gave was twenty thousand gold drachmas, two thousand silver minas, and sixty-seven priestly garments.
73 So the priests, the Levites, the gatekeepers, the singers, some of the people, the Nethinim, and all Israel dwelt in their cities.
Ezra Reads the Law
When the seventh month came, the children of Israel were in their cities.

63 and of the priests: the sons of Habaiah,
the sons of Koz,[q]
the sons of Barzillai, who took a wife of the daughters of Barzillai the Gileadite, and was called by their name.
64 These sought their listing among those who were registered by genealogy, but it was not found; therefore they were excluded from the priesthood as defiled. 65 And the governor[r] said to them that they should not eat of the most holy things till a priest could consult with the Urim and Thummim.
66 Altogether the whole assembly was forty-two thousand three hundred and sixty, 67 besides their male and female servants, of whom there were seven thousand three hundred and thirty-seven; and they had two hundred and forty-five men and women singers. 68 Their horses were seven hundred and thirty-six, their mules two hundred and forty-five, 69 their camels four hundred and thirty-five, and donkeys six thousand seven hundred and twenty.
70 And some of the heads of the fathers’ houses gave to the work. The governor[s] gave to the treasury one thousand gold drachmas, fifty basins, and five hundred and thirty priestly garments. 71 Some of the heads of the fathers’ houses gave to the treasury of the work twenty thousand gold drachmas, and two thousand two hundred silver minas. 72 And that which the rest of the people gave was twenty thousand gold drachmas, two thousand silver minas, and sixty-seven priestly garments.
73 So the priests, the Levites, the gatekeepers, the singers, some of the people, the Nethinim, and all Israel dwelt in their cities.

David's Gatekeepers, Treasury, Judges and Other Officials
Having described the assignment of Temple musicians in the previous chapter, this chronicles the gatekeepers and other roles for the Temple of the LORD. A list of descendants from the families of Korah and Merari, who served as gatekeepers of Jerusalem is given. Merari may be the son of Levi, which also suggest that Korah was also Kohath, another son of Levi. The duty to serve is once again assigned to the line of Levi.
There were 4 main gates in the city of Jerusalem; North, South, East and West. Again the assignment of specific individuals to the gates was done by casting of lots. This should be seen as an act of selection, rather than any from of gambling.
Some descendants of Gershon, son of Levi and also descendants of Gershom, son of Moses were assigned to the Treasury. The names of other individuals in official positions were also listed. Among them were judges and those responsible for the "business of the LORD and the services of the king", on the east and the west side of the Jordan.

6 Also to Shemaiah his son were sons born who governed their fathers’ houses, because they were men of great ability. 7 The sons of Shemaiah were Othni, Rephael, Obed, and Elzabad, whose brothers Elihu and Semachiah were able men.
8 All these were of the sons of Obed-Edom, they and their sons and their brethren, able men with strength for the work: sixty-two of Obed-Edom.

10 Also Hosah, of the children of Merari, had sons: Shimri the first (for though he was not the firstborn, his father made him the first), 11 Hilkiah the second, Tebaliah the third, Zechariah the fourth; all the sons and brethren of Hosah were thirteen.
12 Among these were the divisions of the gatekeepers, among the chief men, having duties just like their brethren, to serve in the house of the LORD. 13 And they cast lots for each gate, the small as well as the great, according to their father’s house. 14 The lot for the East Gate fell to Shelemiah. Then they cast lots for his son Zechariah, a wise counselor, and his lot came out for the North Gate; 15 to Obed-Edom the South Gate, and to his sons the storehouse.[a] 16 To Shuppim and Hosah the lot came out for the West Gate, with the Shallecheth Gate on the ascending highway—watchman opposite watchman. 17 On the east were six Levites, on the north four each day, on the south four each day, and for the storehouse[b] two by two. 18 As for the Parbar[c] on the west, there were four on the highway and two at the Parbar. 19 These were the divisions of the gatekeepers among the sons of Korah and among the sons of Merari.
The Treasuries and Other Duties
20 Of the Levites, Ahijah was over the treasuries of the house of God and over the treasuries of the dedicated things. 21 The sons of Laadan, the descendants of the Gershonites of Laadan, heads of their fathers’ houses, of Laadan the Gershonite: Jehieli. 22 The sons of Jehieli, Zetham and Joel his brother, were over the treasuries of the house of the LORD. 23 Of the Amramites, the Izharites, the Hebronites, and the Uzzielites: 24 Shebuel the son of Gershom, the son of Moses, was overseer of the treasuries. 25 And his brethren by Eliezer were Rehabiah his son, Jeshaiah his son, Joram his son, Zichri his son, and Shelomith his son.
26 This Shelomith and his brethren were over all the treasuries of the dedicated things which King David and the heads of fathers’ houses, the captains over thousands and hundreds, and the captains of the army, had dedicated. 27 Some of the spoils won in battles they dedicated to maintain the house of the LORD. 28 And all that Samuel the seer, Saul the son of Kish, Abner the son of Ner, and Joab the son of Zeruiah had dedicated, every dedicated thing, was under the hand of Shelomith and his brethren.
29 Of the Izharites, Chenaniah and his sons performed duties as officials and judges over Israel outside Jerusalem.
30 Of the Hebronites, Hashabiah and his brethren, one thousand seven hundred able men, had the oversight of Israel on the west side of the Jordan for all the business of the LORD, and in the service of the king. 31 Among the Hebronites, Jerijah was head of the Hebronites according to his genealogy of the fathers. In the fortieth year of the reign of David they were sought, and there were found among them capable men at Jazer of Gilead. 32 And his brethren were two thousand seven hundred able men, heads of fathers’ houses, whom King David made officials over the Reubenites, the Gadites
